Title 24 Energy Code NEWS

New Energy Code Went Into Effect on January 1, 2026

The California Energy Commission (CEC) updates the Energy Code every three years. On January 1, 2026 the 2025 Energy Code went into effect.  The 2025 Energy Code encourages efficient electric heat pumps, establishes electric-ready requirements for new homes, expands solar photovoltaic and battery storage standards, strengthens ventilation standards, and more.  Buildings whose permit applications are applied for on or after January 1, 2026, must comply with the 2025 Energy Code.

A ECC Rater (previously HERS Rater) is a special inspector for Enforcement Agency/Building Departments in California.  Special inspectors are outside experts that verify some aspect of building compliance for the local jurisdiction.  ECC Raters verify that air conditioners, insulation, and water heaters are installed according to code. 


If you are building a new home, changing out HVAC equipment or adding on to an existing home most of the time you will need to hire a ECC Rater.
